The report has been submitted to support deliberations during Chintan Shivir and offers an evidence-based assessment of how the current PLI framework has transformed India's electronics manufacturing landscape while identifying priorities for future policy.
Measuring the Progress of the PLI Programme
The study evaluates the performance of three major government initiatives that have shaped the sector's growth: the Large Scale Electronics Manufacturing (LSEM) Scheme, IT Hardware PLI 2.0, and the Electronics Components Manufacturing Scheme (ECMS). Together, these programmes have encouraged production expansion, attracted investment, and strengthened India's participation in global electronics supply chains.
According to the report, India's electronics industry has achieved remarkable growth over the past few years. The country has become the world's second-largest mobile phone manufacturing hub, with mobile phone production increasing from approximately ₹2.13 lakh crore in FY21 to ₹5.25 lakh crore in FY25. During the same period, exports expanded from ₹22,870 crore to nearly ₹2 lakh crore, while electronics advanced from the seventh-largest export category to the third-largest in India.
Industry participants interviewed for the study credit the PLI programme with improving investor confidence, expanding manufacturing capacity, and positioning India as an increasingly important destination within global electronics value chains.
Defining the Next Stage of Growth
While recognizing these accomplishments, the report argues that the next policy phase should focus on strengthening the quality and depth of India's manufacturing ecosystem. It identifies domestic component manufacturing as the most significant opportunity for long-term competitiveness and recommends a greater emphasis on semiconductor production, supplier ecosystem development, higher domestic value addition, and expanded investments in design, engineering, and research.
Rather than concentrating solely on production volumes, the report encourages policymakers to build an integrated electronics ecosystem capable of supporting innovation, advanced manufacturing, and resilient supply chains. These recommendations are expected to contribute to discussions surrounding the proposed Mobile PLI 2.0 framework.
